FUNCTIONS AND DUTIES

1. Functions

The Quality Management Department functions as an advisory unit assisting the Rector and is responsible for implementing assessment and educational quality assurance activities of the University in accordance with the Law on Education, the Law on Higher Education, and regulations of the Ministry of Education and Training and the Ministry of Health.


2. Duties

2.1. Main Duties

2.1.1. Assessment Activities

a) Organize the development and submission to the Rector for issuance of guidelines on examination activities and the development of question banks. Provide guidance, monitor implementation, and periodically review, evaluate, and update these documents within the University.

b) Organize end-of-course examinations: receive examination plans, question banks, and exam papers from faculties/departments; compile exam papers; assign invigilators; organize marking; receive and handle re-marking requests; resolve complaints related to exam results; update scores in the management system; store and secure exam papers and scripts in accordance with current regulations.

c) Advise on the development and expansion of end-of-course question banks across the University.

d) Research and effectively apply information technology in assessment activities.

e) Prepare periodic annual reports on assessment activities and ad hoc reports as required by the Rector and higher authorities.

f) Advise and participate in the supervision of invigilation for the National High School Examination when assigned by higher authorities.


2.1.2. Educational Quality Assurance

a) Organize the development and submission to the Rector for issuance of guidelines on quality assurance. Guide, monitor implementation, and periodically review, evaluate, and update these documents within the University.

b) Advise on the development of overall, medium-term, and short-term strategic plans for educational quality assurance, as well as annual quality assurance plans.

c) Advise on the establishment of the Educational Quality Assurance Council and a system of staff concurrently responsible for quality assurance in units across the University.

d) Advise on planning, developing tools, and collecting feedback from stakeholders related to the University’s training activities.

e) Aggregate feedback evaluating lecturers and send results to faculties/departments for review, evaluation, and improvement of teaching activities; report to the University Board of Management.

f) Organize training sessions on educational quality assurance within the University.

g) Advise the University leadership on selecting benchmarking and external comparison partners.

h) Inspect and supervise quality assurance activities in four areas: system quality assurance, strategic quality assurance, functional implementation quality assurance, and outcome quality assurance, to continuously improve training quality.

i) Advise on developing and issuing quality objectives at both institutional and unit levels and implementation plans for these objectives each academic year.

k) Advise on building and applying a quality management system in accordance with ISO standards within the University.

l) Prepare annual reports on educational quality assurance and ad hoc reports as required by the Rector and higher authorities.


2.1.3. Educational Quality Accreditation

a) Advise on selecting accreditation centers to conduct external evaluations of the institution and training programs.

b) Take the lead in studying documentation, procedures, and implementing accreditation activities for both the institution and its training programs.

c) Advise on issuing plans and action programs for quality improvement following resolutions of the Accreditation Council after each external evaluation cycle.

d) Prepare mid-cycle reports for institutional and program accreditation as required.

e) Archive accreditation records and evidence for institutional and program accreditation on a 5-year cycle.

f) Develop annual self-assessment plans for the entire University in accordance with current accreditation standards issued by the Ministry of Education and Training.

g) Organize training on self-assessment for units within the University in line with current regulations.

h) Prepare annual and ad hoc reports on accreditation activities as required by the Rector and higher authorities.


2.2. Coordinated Duties

a) Coordinate with the Training Department and faculties/departments to review, evaluate, and improve question banks and end-of-course exam papers; periodically assess the difficulty and reliability of multiple-choice tests.

b) Coordinate with relevant units to review, evaluate, and improve KPI indicators across different phases.

c) Coordinate with units to conduct benchmarking in training, scientific research, and community service both within and outside the University.

d) Coordinate with units to review, evaluate, and improve feedback mechanisms from internal and external stakeholders.

e) Coordinate with units in implementing external evaluations for the institution and training programs.

f) Coordinate with units in organizing end-of-course examinations.

g) Coordinate with the People’s Inspection Board and relevant units to participate in and monitor projects, programs, and proposals.

h) Coordinate with relevant units to conduct internal inspections, monitoring, and supervision as directed by the Rector in accordance with applicable laws and regulations.

i) Coordinate with the Training Department to participate in classroom observations and teaching evaluations.
